Co-op? does it work?
Hows Co-op suppose to work without a multiplayer lobby menu?
Just forces me into a game after selecting an empire...

You select a empire and your friends can join you from steam or the co-op lobby and if the select the same empire if hot join is allowed it will make it so you all play the empires. It's in beta though so it will have issues the major one when playing with brothers after a while it keeps going out of sync. Once and a while I can stand, but every minute gets annoy.
