Enemy flips my starbases; I can't flip their starbases
I've searched the Internet and I am not the only one frustrated and wondering why they flip me and I can't flip them.

Attempts to answer the questions on Internet threads fail. Can't find good info.

WIKI, in "Starbase" section, "Warfare behavior subsection:
"During war, an attacker must disable the enemy's starbase within the system in order to be able to seize control of any planets within said system. As starbases cannot be destroyed, this is achieved by reducing the Health Hull points down to 0, disabling the starbase. The starbase will then remain incapacitated for a duration of Time 30 days (after the latest attack), during which time any military ships in close proximity to the starbase will be able to gain control over it. If control of the starbase is uncontested, it will enter a self-repair phase and then become operational again as soon as it regains Health 5% Hull points. When a starbase is disabled, control of the starbase will be assigned to its owner, the war participant with the strongest system claim, or the war participant with the nearest fleet, in that order."

It says nothing about starbase outposts with ZERO planets in the system

My enemy flips them to his empire immediately without any "30 day wait" ...

They do the same as I do. They take control, I don't take control with the same actions/results (I'm "Assuming" full control is the star system in White Letters and Not in full control with greyed out letters. Is this correct???

2) WIKI says nothing in this section about armies, invasion, pre-invasion bombardment etc. re planets

Back to my question: Enemy has a Conquer War Goal and has claims on a few systems. Once again, as soon as enemy enters my system, takes the hull points on the starbase down to zero, the starbase immediately flips to his empire with White Letters on their colors and their insignia.

However, when I do the exact same thing, enter a system I have a claim on, take the hull points on the starbase down to ZERO, (no planets habitated), I DO NOT get the starbase top flip, the letters are greyed out. Even if my fleet stays 30 days and the system is uncontested, it never flips to me uncontested.

I understand, e.g., a Settle Status Quo can result in some claimed systems being acquired but I never get all the systems I claimed that I fully control ... at least I think I do, I have a fleet there after taking the starbase down to ZERO hull points.

Can anybody please explain this, explain the significance of the White Letters for them and greyed out letters for me on exactly the same type of actions and results?

right clicking a starbase with a fleet can help if it doesn't immediately flip.

how do the systems look on the galaxy map? it should show a little hexagon with your empire flag on systems that you have occupied the starbase, and it should have a little cross through it if you fully occupy it.

screenshot is also often helpful in this situation.

The grey or white colours are relayed to the survey state. Owned systems are fully surveyed so are white. Not fully surveyed or owned systems are grey.
Does the starbase tag not become green after you defeat it?

If you're not getting claimed systems with a status quo it shoild be because they're not fully occupied - there's one or more unoccupied colonies in it.

In all cases, there were no planet colonies.

I was aware of that within my system. I assumed after taking down an enemy starbase the White or Grey lettering meant something different. Thank you for explaining that to me.

Yes, it does. However, even if it is a system I had a claim on, when hovering over the "Settle Status Quo Peace text it shows a few systems I would get my some systems that I claimed and the tag turned green, some of them do not show up as a "victory prize" system.

The "little cross"... I have never seen a little cross; then again, I have only tried once to invade a planet and failed. I had the starbase, I bombarded to 80% devastation, I landed my armies and still got slaughtered.

That's probably why I never saw a enemy system (former system before I took over) with a "little cross" through it. I'm still trying to do my first successful planet colony take over.

Then we're gonna need screenshots to make sure.

The "cross" is quite subtle, they're 4 spikes coming out of the sides of the system flag. They'll be present in every system that is fully occupied so you can easily compare if a system is or isn't fully occupied.

Before invading, inspect their army tab in the colony interface so you know how much army strength they have - don't invade with less than that.
