Can't Start Arcology Project

I am completely puzzled.

I, as far as I am aware, meet all the requirements to start the Arcology Project in this game. However, this game believes that I still have one more district harvesting natural resources (Minerals, Energy, Food). I checked all three prior to posting this to make sure - nothing.

I don't know what's going on. I have done this project many times in many playthroughs without issue, don't know why this is happening now.

It's not enough to only have city and industrial districts, you also can't have unused slots.
