How to get rid of "killed tiyanki" status?

So I killed tiyanki matriarch, and forgot about tiyanki protection resolution. Now I have -20% for fleet capacity and -10% for diplomatic weight of the fleet.

How to get rid of this debuffs? Should I repeal the tiyanki protection resolution, or what?

You can leave the Galactic Community, vote the resolution out, or just not do the crime.

I have the whole brood of Tiyanki living in one of my checkpoint systems. A lute was set out to keep them nice and peaceful.
I wonder when a battle happens there if they will spring in and help me, but I highly doubt it.

I was quiet surprised when I got the fine for 5000 credits. Paradox really thought through this one.
