eve would be hard to compare on many levels i guess both their settings are in space.
That'll go some way towards giving you an impression of what playing Sellaris is like. But be sure to watch LP footage, not tutorial videos.

Not entirely true, you can't use DLC origins or civics.
Though as others said, having DLCs grants you access to specific traits and origins, but it's only about species generation (they just have more to pick from, but still need to balance things out, so they don't just get a better empire out of nothing) and once in the game, everyone has access to the same buildings, ships and tools added by the DLCs of the host, so you won't just meet a fleet, which has better stuff on it, but you can build your things the exact same way.
If you just turtle, well you can enjoy grinding as well. Sometime being able to grind and build up is nice before the fireworks show.
