In order to give them a job, just select on a place for a leader to work such as: a transport fleet(for generals), a fleet(for admirals), a colony(for governors), or a science ship(for scientists). Generals can also lead planetary armies on a colony from the army tab.
These things should all have a window with the current leader or should be empty. Clicking the window allows you to assign leaders, whether you're changing leadership of the thing or assigning a leader to it.
Btw, clicking on notifications can often bring you to a UI where the issue can be found, like the leader tab in this instance, which shows the leader list and their stats(like employment status).
Its every leader type on planets (for different reasons).
Other then governing a planet:
Scientists can also be on science ships.
Commanders can also be on fleets, armies or planetary defense.
Officials can also be your delegate to the galactic community or a federation.
Baguette please don't necro old threads, its bad forum etiquette. The facts stated in this thread is no longer relevant (There are no longer governors, or admirals. We now have officals & commanders instead) since the leader system was reworked.
