I see some of the DLC is on sale on gamebillet, has anyone used or heard of this site before? Is it safe and legit?

Gamebillet acquires their keys directly from publishers, so they are safe and legit. As a rule of thumb, any website listed on isthereanydeal.com is verified legit.

Based on what SteamDB says, the price of DLCs for Stellaris on Steam don't ever drop below 50% off, so I don't foresee there being a bigger sale that 50% off anytime soon.

Half price is the normal steam sale price.
Gamebillet is legit, but wingamestore is also and is cheaper.

Ah thank you! I didn't even know of all these other stores before. How come steam doesn't just do the sales themselves?

Because there are people who'd rather stick to steam and pay more for the convenience and/or limited refund ability.
Those other stores offer better prices as a way to entice people to buy from them.
