If you can't force resettle that's your only option.
All of the above, so yeah - have Transit Hubs on your big pop planets so they tend to move to your planets with open jobs.
Also, take care of those nasty Purifiers. You get more room, jobs and wholesome happy lives for your unemployed pops from Purifier systems that belong to you. They just needs to be exterminated first. All that sweet living room and resources, just waiting for you to take it.
