Report a translation problem
Sequence for clarity:
1. Pause (Third line: "When I hammer the space bar to PAUSE the game...")
2. Game is "paused". The word "Paused" is clearly shown in the upper right.
2. Left-click on ship.
3. Thoughtfully move mouse pointer to target system.
4. Right-click on system, hoping to pick a choice from drop down.
5. Dialog pops up: "PAY ATTENTION TO THIS EVENT!" (that could have waited).

If not mods it honestly sounds like you unpaused the game yourself by accident and didn’t realize it. Not trying to offend , we all make mistakes. Just never heard of this issue before
Not sure exactly what causes it. Could be a matter of hitting the pause button to quickly in rapid succession. Or it could have something to do with window focus (such as using the steam overlay). I've only run into the issue twice so it's not something most people will probably have to deal with.
The more obnoxious bug for me right now is that the ingame wiki browser isn't loading properly on the linux version. Not the worst problem to have. But it's probably my favorite feature for the game tbh. So it being broken makes me rather sad.
When the game's paused, it's paused, no gameplay ticks happen, and while the clock's not ticking, no events can pop up unless you trigger them by clicking buttons in the UI.
And since you seem to have been experiencing this issue for quite a while given the "survived so many revisions" comment, the chance that this is user error and not some bug that basically nobody else has noticed yet, is probably around 99.9%.
happens quite a lot tbh. early game on fastest (when the game actually runs fast) it's not that uncommon to get 2-3 different popups at the same time that are a couple days apart, but of which the first one autopauses the game.
mayabe it's cause of all those performance fixes paradox has done that make not everything process on actual days.
can totally see OPs situation happening if it happens within 2-3 seconds of pausing.
