oooor you jsut find soem1 with all the DLCs to paly with sicne in MP they get unlocked for every1 ;)
The consent is that the "must have" is Utopia. I think it's because of the megastructures.
I also recommend the Synthetic Dawn DLC, as it ads Advisor Voices which can be very helpful and nice to have, as they point out some important things when they happen, that are otherwise easy to miss.
None of the DLCs are controversal, they are all wonderful just how they are. In fact ever so often old DLCs get new value added to them with free updates.

Utopia is like a must have imo.
And Ancient Relics adds so much flavor to the game even meanwhile still learning things.
Leviathan's also has some cool extras for first experiences IMO.
If really would have to have top3 that would be it for me as a "Starter pack". Others bring more choices, control, options, planet destroying, Titan class ships, diplomacy options.. that are nice and cool, but for first games -those 3 would be my picks for sure.
Federations and Overlord give nice starter Origins and plenty of "cool stuff" also imo, but are they needed on first game while learning? Nope. A bit more "advanced stuff" when you wanna micromanage/lead federations/vassals scheming and all that.
Just my take. Some probably disagree a lot.
Still, i'd say that all DLC are good and i will eventually get them all!
Only missing 3 or 4 or so anymore myself. :) Most are race packs that i don't have yet, i play as human most of the time, since the galaxy belongs to the humans and aliens belong to my miner jobs as "servants". :D But i'll still get those for the extras they got, and eventually will play all races too anyways for their different types of playing & perks/limitations to keep things interesting. :)
1. When a new major DLC comes out, a new release of the base game comes out at the same time. Many of the bad reviews are talking about these changes that occurred in Stellaris itself that coincide with the DLC. The DLC builds on and expands the Stellaris changes, so they are related, of course, but not all negative DLC reviews are about the DLC itself.
2, They do listen to feedback and DLCs change. For example, people complained that when you play as a magacorp, too many competing megacorps also spawned. So they cut the chances of competing megacorps spawning in half. (Still may be an issue, but they did something about it.) As another example, the species packs were originally just extra art for role players -- not worth the money for many of us -- but now all of the species packs add functionality as well. As an example, Lithoids includes rock creatures and ships art, but the Lithoids themselves live on minerals instead of food, changing the gameplay.
So many of the negative reviews are out of date. You can't totally ignore the negatives, but you do have to account for these two variables.
3. You could spend $200 buying everything at full price. So if you can, wait for the regular sales. Most stuff went on sale half price in the Winter Sale. (The latest expansion DLC, Overlord wasn't discounted, and the previous one, Nemesis was only 20% off.) I would not buy the everything-bundle myself -- there are at least four DLCs that absolutely don't interest me personally.
4. They have three kinds of DLCs: expansions (Utopia, Federation, Nemesis, etc), story packs (Synthetic Dawn, Ancient Relics, etc) and species packs (Lithoids, Plantoids, Aquatics, etc). the expansions are more expensive. That said I would recommend -- like pretty much everyone else -- the Utopia expansion. Then learn the game and wait for the next sale (Summer sale?)
I got stuff quickly (sale) ad I do have to say there are a LOT of mechanisms and things in Stellaris that interact and it is a complex game. Those mechanisms have the basics built into the game and extra stuff in the DLC, but the more DLC you add at once, the more complicated the game gets, so starting small, getting your bearings, then making meaningful choices during sales is a good strategy.

I was thinking it was too, will have to dig a little deeper and see whats what, specially with a few friends picking up the base game and I'd like a few DLCs to fit thier playstyles as well
But megas in nemesis? Cant think of any.
Utopia as others have said is a must have. It gives you the abillitiy to truly go nuts with contructs allowing for things such as , Orbital station building ( allows you to increase habititation and output without needing more planets) and the creation of true megastructures including Ring Worlds, Dyson Sphere's, Galatic Surveilance Stations and Mega Reaserch Facilities.
