I'd say the job is probably not worth it if you have less than 3 nature tile blockers, but like others have said the bonus comes with the other bonuses. You can disable the job if you don't want to work it.
Myself I think the pick would be much stronger if the devs let new blockers generate more frequently with ranger jobs.
The empire wide consumer good reduction is really good. Especially paired with the conservation species trait. This leaves more consumer goods for research buildings.
The building itself will often produce 6-8 unity on a new colony. While the ranger jobs are worker class jobs with no upkeep, and provide 6 amenities and 4 society research.
Basically early game it jump starts your new colonies by doing a little bit of several different buildings for cheap. It loses its efficiency once you reach the point in a game where you're conquering new worlds and not colonizing them. But its not worthless, just has more roleplay value than it does Meta value.
EDIT: To add perspective, rangers are better than clerks and bureaucrats, but not culture workers or entertainers. However they're cheaper than both of the latter.
