How do you change Federation type?
I'm in a federation and I want to change the Federation type (from science to trade).

It's an NPC's Federation that I was invited into and I am now the Federation leader. I try to change the Federation type but none of the other nations want to. So a couple of questions...

1) Can you use favours to change the other Federation members votes?
2) I've read in a few places that you need high cohesion in order to change Federation type. Is that correct? If so, how high are we talking? Is adding envoys the quickest way to raise cohesion?
3) There a tooltip that seems to suggest the vote needs to be unanimous? Is that correct? Is that correct even if the vote mechanics in your Federation are diplomatic weight?

1) Yes (this is wrong see below)
2) Yes but note XP gain cannot exceed 10 and there is a temporarily XP penalty whenever things like new members join and what not but overall the more levels and XP, the more the other members will agree on any changes
3) No, it's based on whatever the voting law is but it should might as well be unanimous because changing type reverts the federation back to level 1

Considering the extreme amount of time it takes to level up a federation, it's not really worth changing the type since it resets to level 1 as if you just began a brand new one (which I personally think is stupid, because it punishes situations in which you've had long-term near-permanent cohesion by essentially making it as if you disbanded your federation altogether and started a brand new different one, which isn't what one is doing by changing type - in RP effect, changing the federation type is nothing more than changing a bunch of laws, so it would make sense to have a conversion period like vassals get when they change type, but not a level reset).

Have you actually tried changing federation type?
It doesn't use the same UI as proposing law changes, and has no facility for calling in favors.
