You're his employer in the understanding I have of this, but beyond that, why would it really matter? Also, what version of the game are you playing wtih; and is it some form of the total conversions or not? That might help me to know if I can be of any assistance or not.
This is a basic game mechanic. I'm not sure how anyone could have played the game and not noticed it.
Admirals with the Psionic trait get +10% Damage and Shield hardening.
Cyborg admirals will live 40 more years then psychic ones however unless your admiral is also the Chosen one.
If your psionic admiral is also the Chosen one he will get unique buffs that will make him far better than a cyborg admiral.
Psionic scientists are also better than cybernetic ones but you might be able to balance it out with the fact cyborg species can get more trait points than psionic ones.
So for base pop buffs Cybertics probably wins but for leaders its most likely psionics.
With Clone soldiers though don't just think about the main race. I use them for admirals and fast breeding vats on new colonies but they often are the smallest amount of my overall pops that could go bio. If you hunt the slave markets there are often great pops to "free" and make a new specialist race from.
