Reanimators Civic Undewhelming?
Shouldn't having necromancers have a bigger impact on a society and economy? Yeah you get undead armies and guardians, and yeah you get a flat +6 to Physics and Society research per necromancer, but you only get 2 necromancers per planet only if you have dread encampments. Shouldn't there be a bigger impact? Permanent employment seems like a more believable outcome to having necromancy.
I propose that Reanimators works for non-megacorporations and Permanent Employment works for megacorporations. Give Reanimators what they have now as well as what other benefits governments can get from manpower like extra law enforcement, servants, etc. that are not as great as living or synthetic pops but are free like zombies. This would make much more sense as well as make Reanimators worth getting outside of a gimmick.

It should get you additional pops. Those would be able to do menial work, have no upkeep aside of the necromancers but maybe at reduced efficiency.

PS: I just checked and that is exactly what Permanent Employment is.

Right. That's why it makes sense for the megacorp to have that and the government to have something that is more focused on controlling the pops or society better (reduced crime, public servants, propaganda, or whatever).

I think the point is to have them be different. A corporation would want their employees to keep working while for regular empires the Necromancers are combat orientated.

They are meant to act different, but why only use the undead for combat? Aside from focusing on making money, there are other things to use for the undead like the examples I just gave.
