As for learning English, to play Paradox games (or at least enjoy the stories the event lines tell), you have to already be pretty good at speaking English. The only argument in favour of this notion is that Paradox is ♥♥♥♥ at translating the game to other languages OTHER than English. English conveys the most information and connotations compared to the other languages in Paradox games.
All those other countries don't condem basic human rights as China does. All those other countries are fully functioning democratically elected governments and not a one party hell hole. Those people can speak out without risk of getting shot by their government. The people of China most certainly can choose revolution and not to play a video game but to better their lives and the rest of the world. As long as they continue to bow to their masters they will get no where. A country of 1.4 billion and they don't think they can overthrow an army of a few million? Pfft, pansies. They don't deserve Freedom if they think like that. I don't think they do but you paint it as they do.
When was the last time ONE person overthrew a government? It takes a group not an individual.

Fact is paradox games have a history of being specifically BANNED in China.
Due to various reasons, some of their games got banned, meaning it was illegal to distribute and possess a game. While China is indeed a big market with big money, if you as a company had your products banned in the past and due to the nature of your products, they might risk getting banned again (see all the different political ideologies you can pursue in Stellaris for example) then ofcourse you will not take the financial risk of localizing that game.
Especially when you pair it with technical difficulties, when it comes to displaying different characters.
While I can feel for the chinese players, you'll have to rely on your community to provide a mod translation and paradox is making an effort to make modding and fanlocalizing as easy as possible, like they did with all their games up till now.
