I disagree. You don't need to go to war (and exterminate) to win the game in any 4X game. Stellaris isn't different in these terms at all, because (most) 4X games have both a diplomacy and a science victory condition.
And btw: Exploit is about exploiting resources. Not related to war in any way ;)

There are quite a lot of people interested in Stellaris which are not used to any grand strategy games. And the first impression (based on trailers & screenshots) looks pretty much just like a common 4X game. These people are going for these comparison because a) the don't have any experience in grand strategy games and b) they didn't look for the differences and what this games is about (beside the usual 4X components).
But i feel that's just the price for going the space route, you really can't deepen mechs with out crossing a border shared by another game.
You can pick out a FTL travel method (much like star ruler) its a neat idea that deepens the variance the game.
You can customize you'r civ like most other space games.
The combat has ballistic, beam, missile weapon systems much like, again, every other space game.
ect.
So getting upset over comparing a game to its counter parts when it shares alot more simularities with that genre is silly in my books :3
Doomdark said something along the lines in one of their promo videos "Stellaris, starts pretty much like a 4X and then mid game, when you start interacting with other species, it starts to resemble more a grand strategy game".

Fat peoples doesn't have a monopoly on idiocy.
Humans will be idiotic no matter the skin colors, sex or whether they have a healthy weight or not.
