Just use console commands.
add_opinion
Increases the [source] empire's Opinion of the [target] empire by [amount], default 40 [source] [target] [amount]
add_opinion 1 0 100
You have to find out the ID of your empire end the enclave by using debugtooltip.
Once activated you can hover over anything to get it's ID.
Then you can hire their scientist on day one
effect remove_modifier = curator_insight
This will remove the empire modifier so you can do it again and gain 20 opinion.
I used add_opinion. The console showed "Increased Curator Order opinion of <my empire> by 50"
However dialogs of Curator Order and Empire Lists - still show +0
I'm not sure if this is ACOT related or not, but ACOT was how I figured this out. First off, what you wanna add is Trust not Opinion. Secondly, the best way to get the right country is to use the event target for them.
