But that gives so much negative diplomacy... XD
Before the 2.0 update, it was possible to have multiple star empires within any given system(likely how it'll happen in real life), but that meant that no one had control of the system and could actually build anything in it(outside of a planetary starbase).
Now it's just whoever first has control of the system gets all the planets in it.
Actually I do not control the starbase, they do
