I always start off sending my starting military out scouting all around seeing who is near by. If I'm surrounded real close I generally just restart as I usually am a grow type player. What I really hate is when the game puts all the empires in one area and leaves another large area completely empty. Really think the devs need to come up with a better system for placing empires in a bit more evenly disperse them.
I've even had games I have found within 2 systems in every direction another empire which left virtually no room for growth and pretty much threatened to cut me off from my homeworld if I tried to grow past them fast.
The diplomatic options are just ridiculously small, and the trading is mindnumbingly shallow.
Maybe in 2 years and when the price of the game with its addons will reach 150 dollars or something will this game deliver an appropriate experience.
Expansion has always been one of the main reason to wars.
Very early game, you have a window to expand freely, but it doesnt last long.
It is advised to take the maximum you can and to secure free areas with outposts.
Past that, depending on start, you are locked sooner or later (if you are very lucky)
Warp and wormhole will get more range with techs and can help to reach some free parts.
Wars, even not yours, will sometimes destroy outposts or change influence areas and free some parts too.
Civilian access can help too, but some AIs wont trade it.
Alliance members share civilian access in case you dont know, can be worth it to enter an alliance just for that.
Apart from that, if you want new land, you have to take it from someone...
The only way to "peacefully" expand, is to declare a rivalry with your direct neighbour and then ally yourself with the neighbour on their opposite side. then declare war and destroy the empire between you... now you can be all rainbows and unicorns with your new neighbour who helped with the galactic genocide.
You either raise to be a murderous empire of galactic domination alone, or you make a friend or 2 and become a murderous mob to attack minority groups.
