I use a mod that gives me auto-explore from the start.
I begin with 10 Leader Slots. I need one for my Core Governor, and 3 to head my Science Research departments.
Out of the remaining 6, I devote 5 or all 6 to explorers, using perhaps 1 of the slots for an Admiral.
There are three Techs, each adding +2 Leader Slots. Use most of those Slots for explorers, but do get 1 Admiral if you haven’t already. By the time you have 16 Slots, you may want to form a large Sector and give it a Governor, and sooner or later, you may want a General. But use modt of the Slots for Auto-Exploring Science Ships.
Try to get Open Borders with as many empires as possible, so that your Scientists can scout their space. Don’t trade Star Charts.
Yeah, they are very buggy. I get random messages that something was found in the *** system and that we should go investigate. These are supposed to be the anomolies that pop up to allow you to finish the chain if enough time has passed but you havent gotten enough anomolies to finish it. 1/2 the rime when I go to the system they say theres nothing there and then I can never finish the chain.
They said they addressed this a few patches ago but its obvious that they never fully did.
