In single player you'll have other empires, even if that's just the one (you decide). There may also be other AI (fallen empires, the scourge, etc.).
In multiplayer others can play as other factions/empires.
It isn't really like OGame, you don't just upgrade the planets, and the time it takes to do things is much, much lower -- real-time to OGame's pseudo-realtime (or pseudo-turn-based hybrid as most webgames are).
