Since there is no resource titled "reputation" I'll consider you are confusing this last one with influence. To construct a planetary capital, you'll need to have the necessary tech. Then, you can upgrade your planetary administration building to a planetary capital. But you will need some influence for that. If you can purchase the upgrade (have the tech), hovering over the option will tell you how much of what resources you need.
Yes it does. Unless you demolished yours. It starts built. It's the building that gives adjacency bonuses, so there should be arrows pointing outwards from it in the tiles around it. Should be hard to miss. If you managed to get rid of yours somehow, you can build another. But I think you'll need to build it a "colony ship shelter" first and upgrade from there.
Just remember to pick the "right" tile to build it on, basically you do not want any research site tiles to be covered up with non Research buildings, since research building get no adjancey effects from the Planetary Admin and Planetary Capial buildings, when you get them built. Also adjancey bonuses do NOT go off the edge of the planet surface map to opposite edges; so try not to build them on map edges.
