When do I get synthetic rights?

Or whatever that tech/policy is.

I noticed that another empire had made synths and a couple had emmigrated into my empire. Why they'd choose to emmigrate into an empire that essentially enslaves robots is beyond me.

Either way, I checked my policies and my only options for AIs are banned or servants. When will I get access to giving them full rights?

I had it pop up AGES ago in my tech list, but I skipped it and it hasn't shown up since.

Do Droids get automatically upgraded to Synths like Robots did to Droids?

Im not sure, but its possible, I dont normally go for the robot workers. I prefer enslaving primitive aliens lol

On researching Synths, you can give them rights. On researching Synthetic Personality Matrix, they are allowed leadership

Are you playing Utopia? Because the expansion changes it so only materialist empires can give synths rights. I’m thinking I might learn to mod simply so I can get rid of this extremely stupid change.
