Xenophiles only get the relationship boost. Extra embassies come from pacifism.
@OP: If you meet other xenophiles, the relationship boost will be higher, so it's good for making friends with people like your own.
And, dude, couldn't you just put all your questions relating to ethics into one thread instead of making one for each?
Xenophile will making anygame easier from the point of view that far less AI are going to be in an eager rush to kill you!
If you also Take Charismatic well you can become something of a diplomacy expert...
So yes its a very powerful Ethos for non Militaristic minded players....
