Yay, I know its a bit minmaxing, to compare before deside, but there is no RP resoan with my actual empire pro or against a spefic way. ( I assume 20 % is good early on, as you don't need a sizeable fleet for aquiring more samples, but +5 % evasion lategame is still supior, hard to balance, short term against long term gain, longterm almost ever wins)
