How do you increase the amount of planets governed by yourself?
5/5 seems so pathetic so Im sure there is tec to imrove it a bit?

AFAIK, no tech to increase the limit. Only via modding the game I'm afraid

Your government type can increase it (up to 7 I think)

There are 2 or 3 types of goverments that give you 2 extra planets, but in the end you have to form sectors to expand.

As was already mentioned, some government types allow +2 planets, and there is a generic lategame repeatable tech that adds +1 planet per level of tech.

You use Sectors - a bit like vassals in CK2

Depending on your government type 7 is the maximum you can control directly. Thereafter, you assign planets to sectors, give the sector a governor and set a development focus. You can set whether or not planets in a sector are allowed to replace existing buildings with different types or must stick with the buildings you placed there before adding them to a zone. Sectors do not produce fleets on their own so you are still responsible for protecting them.

Enlighted Monarchy gives +1, Indirect Democracy gives +2, some other forms of goverment also give boosts but can't remember exactly.

As to sectors... They sometimes build things in most idiotic way. 4 bio research tile? Let's build mining complex there, why not? :) Imho growing worlds (pop<5) shouldn't count towards the cap of core colonies. You could at least provide them with good starting setup that way, without getting penalized.

Along with the stuff already mentioned, there's an advanced government type called "Subconcious Consensus" that gives you a huge +4 boost (9 total with base and no tech) to core planets plus a later repeatable tech that adds +1 each time

well thats a ♥♥♥♥♥♥♥ stupid decision to limit players like this, i have 800 system map and i cant even personally own 1% of it?

Can someone please explain how to make a sector I cant seem to find anything that says specifically how and its pissing me off

Its in the empire tab, at the upper right corner, "Create Sector". You can put as many worlds into one sector as you like, BUT they must have a direct border or a system between them that both can reach with their influence radius.

Not even the United States government owns 100% of the USA. It's split into states, so if you think for one second that a government would own 100% of a galactic civilization, think again.

Even if a species were a hivemind, the link between the home hive and outer hives would probably start to deteriorate.
