Frontier Outpost help

I have the resources I need to build a frontier outpost, but when I try to right click on the star and select the outpost, the name is in red and I can't build it. I also tried to build it using the construction ships build frontier outpost option and I click on the star, but nothing happens. What am I doing wrong?

Yes, it is completely surveyed.

The game usually tells you what the issue is. Is the system inside someone elses borders?

It says that the system lies within "United Vissari Hierarchy" space. I am the United Vissari Hierarchy. There is also no text that tells me why I can't build it. The two stations above it both tell me I dont have the tech (Terraforming) or there is no neolithic societies. The frontier outpost has no text at all.

There is limits for the number of Outposts.

And - can we build outposts in our borders? I only build them in the neutral space.

This is the first one I have tried building. I thought I needed to build it to put mining stations in this new system, but apparently, I do not. Maybe it is because it was inside my borders and I was confused and didn't realize that the system is in my borders even though I have nothing there.

Frontier Outposts are just for border expansion and calling "Dibs". There's no point in building them in your own borders, so the game is probably telling you 'no, you already own it'.

I can see this being a problem if a system is along a border friction line with another civ. Building one there would likely mean more problems.

Are you clicking the system on the galaxy view or the star on the system view?

Maybe you don't have enough influence points, I think you also need those.

The problem was I didn't know about the galaxy view yet and when I clicked that, I realized the system I was trying to build it in was already mine. :)
Now to lead my race of spiritual peaceful military dictatorship bird people to the space age. Yes, I have a story to explain the seeming contradictions in leadership.

When I saw that I was actually highlighting the arrows around your home system, I thought it was talking about the home system, so I was confused.
