My friends and I looked into this and found the game traffic routed internally (nothing went out the other side of the router to the modem). It could be directly related to our setup, but it's also possible Paradox put something in place for this (hence tagging it as having LAN support).
As an aside, as with most games with LAN and online play, Hamachi is a terrible idea and will typically bring nothing to the table. For this game you must be online for either LAN or online modes -- it just uses Steam matchmaking to setup the lobby.
I will add, so far my online experience with Stellaris has been...outstanding.

This way you can play the Game via Lan NEARLY without internet!
But it's not an official way, so you have to be a little tricky.
All of the players have to be online, so they can connect to the server and the host is able to connect to the matchmaking server.
At that point, where the game has started, all players can disconnect from the internet. To do so, I just unplugged the Lan-cable which goes from the switch, where my 2 pc are connected to the router, which provides internet access.
It seems, that the matchmaking server is just needed to start the game, but not to sustain ist.
