As for purging, no idea, maybe the aggressive approach will do that.
That will bring it into your empire, but then to purge them you need to have the policy that enabled it.
To kill them off before invading, I think an orbital bombardment for long enough might be able to kill all the native pops off eventually but I haven't figured out how to just move a fleet in and exterminatus yet.
It changes their ethos, usually to like xenophobes but there are other possibilities.
I usually just invade them if I want to take the planet. I don't see the point of dealing with uplifting them or whatever.
The game forces policies on you by the empire you create. Artificial morality. Some can do one step, other only the next. As a fanatic xenophile I can only observer or enlighten. Never invade primitive worlds. I get OP diplomatic bonuses, but dealing with these primitives (becoming vassals) breaking your boarders is a ♥♥♥♥♥. Some are great allies though.
