Roman Empire flag?
For those of you who know of the emblem mod pack, you'll notice that there is a SPQR emblem and next to it there is an Eagle emblem. Both of which are Roman, i've deduced. if not then idk lol. which emblem would most suit the Roman Empire? also what traits do you think Roman citizens would have? im an extremely indecisive person when it comes to things like this.

I'd say the SPQR one is as Roman as you can get.

That's a tough one. Many would fit. Maybe Decadent, Communal and Adaptive?
Although Decadent has a bug which doesn't allow you to actually chose it, so you may have to swap that out for something else.

how does decadent work, do i just enslave one of my own pops and people are content?

do i have to enslave every pop or just one? how many pops do i have to enslave for the rest to work fine?
