Edit: Multiplayer is not offline, of course.
Also note that like all Paradox games, the game is 100% DRM FREE on Steam. You can install the game via steam, but after thta you never have to run Steam ever again if that's what you want.

No it doesn't.
Hmm, it tells me that I need to be logged into Steam and cloud saving needs to be enabled else it won't let me chose ironman. So Kavalor and Satoru seem to be right, unless you know a way of working around this?
It's a bit baffling, to be honest (what does ironman have to do with cloud saving?) but I don't care about ironman or achievements so I didn't even notice until now.
They probably want prevent you from backing up your old save and just put it back when you lost ;)

But you can already do that anyway. Its not 'obvious' where the cloud saves are (they're in userdata in your steam folder under the appid for Stellaris), but its not rocket science to save scum your cloud save games.
Though if you want achievements, you have to be on steam, so enforcing save steam for ironman which is linked to achievments isn't weird in a certain sense.
I don't know, I didn't do anything special that I know of. But I can 100% confirm that I am playing an Ironman game right now without the cloud (the cloud icon is red with a line through it, and the tooltip says it is off), and I am getting achievements. I just don't have it on in the in game options. I don't like the Cloud because it tends to screw with the performance of a lot of games. So I turn it off when available.
Edit: I just checked the option in game, and it says Autosaves don't save to the Cloud. So, you might need the full save to be on the Cloud, but not the Autosaves. I don't know anymore, it really doesn't matter that much anyway.
