I got it on my...6-7 tech, without a (true) tech tree just gotta get lucky with rng, or save scum. But it will show up eventually.

There is a big element of luck, and theres bits related to events and other things you've researched.

In the game im playiong with my brother, I researched some kind of basic psionics attatchment you could give to troops (purple tech), and the choice I got right AFTER finishing that was actualy telekinetic armies - a new hella strong elite army type (like theyre nuts, cant wait to train some up!)

Okay well I hope I get it lol. Follow up question, I can't form any alliances because everyone either doesn't like me enough by like -25 to accept or because they're already in alliances. How do I get them to invite me? I really want to be a part of the Star Entente, the strongest alliance in the known galaxy. (I only know the top right corner where I am lol) plus I got boxed in in the start so I need protection

You need good relations with those in the alliance, alliances "vote" to allow members to join, so set up an embassy in each members faction and in time they will grow to trust you.

I've decided to join the other alliance. the "Just Alliance" because one of them already likes me and both factions in the Star Entente don't like me as much. Both of the factions in each alliance are superior to me so I guess it doesn't matter who I go with.
