Report a translation problem
Influence keeps piling up, don't spend it on anything else if you want to expand. Keep researching and if you see +1 or +2 influence in the middle research path ( with the green globe ) pick it and it will grow faster. But pick colonization as soon as possible too, since it is much faster to expand through colonies. So be sure to scout the planets with your survey ship all the time to locate juicy planets! You can queue survey orders by keeping left ctrl pressed and right clicking on the systems you want to survey.
But at the start you might need a forward outpost to secure some land because there are no suitable planets to live on. After making a forward outpost you can mine the resources in that new solar system.
Or you can make a colony ship and colonize a planet, then you won't need an outpost.
So only use outposts at start ( you can remove them later to get your influence back up ) or when you really don't want another empire taking up that solar system with nice resource goodies.
Or when you think you have a sucky start, just restart a new galaxy. A good start makes it so much easier, just like in the CIV gamesl.
So, be patient, in the beginning things are slow.
