It's a derpy anti-piracy thing, which is why me and about 10 of my friends aren't buying the game. LAN parties are for networked computers and shouldn't have to connect to the internet.
IN THIS GAME. Talk about making some hilariously dumb assumptions out of context man. Yes there are plenty of games that strictly use LAN matchmaking. This is clearly not one of them. Nothing to do with anti-piracy either, that's just how Steamworks... well works.
As for your lame argument that a LAN should be disconnected from the internet - that's laughable. It was back in the 90s and it still is now. LANs are always connected to the internet, particularly in this day of "Log in only" DRM without the need for discs.

LANs are not always connected to the internet, stop spouting bs Mansen if you don't know anything about it. There are plenty of steam games you can play in local multiplayer
Like talking to an infant... Within the context given it should be obvious to anyone capable of accessing an online service that I was referring to the game.
I don't know anything about it, Space? I've been a network engineer and IT supporter for a decade and counting. I know how LAN games worked in the 90s, and I still have plenty of discs to prove that silly point.
Daemon copies aren't really a thing anymore (yeah remember those? Installing a multiplayer only copy of Warcraft and playing several people with a single disc?)
Sny game that makes use of Steamworks network API are required to be online to play multiplayer. It's as simple as that. You can find examples of games that don't need a master server, but those aren't using Steamworks - which all of Clausewitz games (CK2 and onward) do.
Bottom line - If you want to play any Paradox game online (CK2 onward*) you're going to have to log onto steam, and have an active connection to the servers - even if you want to host a LAN game.

Steam, Steam never changes.
The thread went sidetrack because some people said very preposterous things, about "Steamworks games don't use or allow LAN", "I am an engineer", ec.
Whereas I do have plenty of Steam games (such as the whole CIVILIZATION series) which do allow LAN play. And also, some from same publisher (Paradox). And yes, other engineers are also on Steam, and there is no point mentioning it.
So, there were mistakes said (or rather, written), and people "on a high horse", but there was also some aggression here and there so it went sidetrack.
And I am sorry if my own post feels aggressive, there just needed complementary information on all this.
As for the information, thankfully we did have it!

I do believe myself it is an anti-piracy thing but the whole word anti-piracy was a bit of a wrong assertion. As Mansen mentioned, the days of piracy (with Steam games) are gone and I agree with it. It would allow, however, several people to play from the same Steam library, across a LAN, which is what opther repliers had in mind I believe. So, this is what they implied by LAN now that Steam is there.
Civilization allows it, and it helps in playing coop, showing the game to a friend.
Then when a friend likes a game such as these, he usually also plays it solo (and will acquire the game).
More developers should allow LAN play!
This way you can play the Game via Lan NEARLY without internet!
But it's not an official way, so you have to be a little tricky.
All of the players have to be online, so they can connect to the server and the host is able to connect to the matchmaking server.
At that point, where the game has started, all players can disconnect from the internet. To do so, I just unplugged the Lan-cable which goes from the switch, where my 2 pcs are connected to the router, which provides internet access.
It seems, that the matchmaking server is just needed to start the game, but not to sustain it.
