That's a poor choice of words with how scientists are now accepting animals and even insects are sentient. If i gather enough scientific papers do you think they'd change it?

They mean sapient, they're just using the standard sci-fi mistake of having sentient mean self-aware or intelligent.

Except no, insects are sentient. Sapient is higher thought and general "intelligence". So they would be sentient species who are uplifted and turned into Sapient species.
I don't mean to cause trouble, but i think Paradox would like it to be scientifically accurate also. Unless they use non-sentient to mean plant life. I'm not even sure how it will be handled in game and may be misunderstanding something.
