How to build the Strategic Coordination Center?

I can't seem to find a spot for it anywhere in my empire :X

Its built around a star. Try removing any mining station drawing energy from the star.

Dont build it in your capital system if you plan to build the assembly mega structure(or whatever its called the diplomacy one) as it must be in your capital

Yep that was it. I had seemingly every star in my empire being mined or researched, after destroying one of the stations I was able to start construction on the center.

Does the "Starbase" count against this or what? I can't even seem to construct this megastructure even though the system is surveyed and nothing else built in the system, then again once I built a Starbase still can't build the megastructure in the same system

Right-click on the star with your constructor selected and choose build megastructure instead of clicking the megastructure button. It'll tell you why you can't.
