Can't Terraform

I recently picked up the Terrestrial Sculpting technology from a random event where I found and disassembled some terraforming equipment on one of my colonies. After finally finding the terraforming button, it's still greyed out! I went back to the resaerched techs screen and made sure that the Terrestrial Sculpting tech was actually in my researched techs.

Are there other requirements for terraforming? Is that even just bugged?

If you try to terraform an inhabited planet, you need another technology for that. But you should be able to terraform empty planets as long they are in your border.

I would like to know where the button is on inhabited planets. Maybe I'm just being a dipstick but I don't see it. The location where it is on un-settled worlds is covered up with something else once it's settled.

It's to the left of the planetary blockers button, same icon as the screenshot above.

Yeah, the button is on a different location for Barren terraforming candidates.

Yeah, I derped a bit myself. I didn't really think about it because normally the only uninhabited planets I colonise are barrens. I usually colonise the others and then terraform them later on.
