how do i get more districts?

So i conquered a planet with 48 total worker districts.
18.power 15.mining 15.food.

but i only have 26 districts +2 when i eventually use mastery of nature. This is barly enough to have almost 2/3s of the districts full so im asking on how best to manage this.

the A.I had them split 8,8,9,9. i think im going to be 15 mining and 13 power, since i have other food planets.

any advice here is great.

+1 from expansion trads finished (wich you most likely have, I guess its a size 25 world with +1 from that) and +2 from mastery of nature edict is pretty much the maximum you can get.

DAMMIT all the hell. i guess its going to be a mining world then. there needs to be a building that gives you more but has negative effects.

maybe shanity towns? gives negative stab?

I'm sure there are also researches that give you extra districts. I checked the wiki but couldn't find proof for you; it claims to be under construction for 2.2. It's been a few days since I played though...
