Report a translation problem
It looks like instead of "re"building them to use the 2 other rings, now they are able to be settled right away but have 0% habitability because of blockers.
THe new blockers have flavors like "Unstable Vacuum Fields, Shtorting Power Grids, Malfunctioning Reactor....
The each cost some alloys and credits to remove and very in price but also add back habitability.
My alien next door neighbors had the shattered ring start origin.
I crushed them but noticed instead of Sections D and B being "rebuildable" like reactivating a gateway with credits and ...was it 10k alloy?
Now instead they have 0% habitability and can be settled right away like a Tomb World can.....but they have ZERO District Space and have a ton of new blocker types that when repaired add habitability back or district space back.
They Each Cost Alloy/Credits to remove/fix. Similar to Relic Worlds (which is what my Origin is)
Why they would add some new flavor text for Remenants.
I love my Relic Homeworld start too much to play anything else.
This is just a beta bug.
weather its intended or not I dunno.
I removed some blockers and its quickly becoming just as usable as the starter ring.
It always says " (X) we currently have no valid route to this planet" when trying to colonize
Probably you have some mods installed allowing this

See the tooltip about not being able to colonize.
Instead the two other sections show up as repairable in the megastructure menu on the right, as usual.
And the capital is repaired over the planetary decision (as usual)
The ring world can be colonized immediately, and you do need to colonize them at 0 Habitability, because you can't clear the blockers before you have at least started establishing a colony there.
