How do I get the "Xeno Diplomacy" Technology?
Been at this a couple of hours where I research technologies (All technology catagories, but specifically Social) and it hasn't popped up yet for my to research. Been stuck in an Alliance for a while now.

Is it just random when it pops up?

To my convenience the Vulcan's offered to make us into a Coalition. Would still like to know how to do this myself, though... Need that technology...

4x if Xenophile.png xenophile or Fanatic Xenophile.png fanatic xenophile.
3x if number of alien communications is >3.
1.25x if scientist expertise is Statecraft.png statecraft.
-0.5x if Xenophobe.png xenophobe or Fanatic Xenophobe.png fanatic xenophobe.
-0.25x if researching another Statecraft.png statecraft tech.

thats the stats from the wiki for what can help cause it to show up to research

First 3 are positives to it and bottom 2 are the negatives to it
