Does the command "finish_research" affect AI's research?

If I switch to various AI empires, and use the command on them, would it affect everyone?

I was going to ask this same question as a new discussion but see that this question remains unanswered. I too would like to know if the finish_research command works only on the player, like some other console commands. Or do I have to turn the ai off first. Does anyone know?
