How do i chane my war Philosophy because before this update i could conquer at will now i can't

PLEASE HELP IT IS BORING BEING THE STRONGEST EMPIRE WITH NO ONE TO ATTACK

You can go into policies for the empire the menu, go to the one on war policy and try to see if you can change it. If you cant... you either have to manipulate a change in government, but that can plunge your empire into disaray or you can use the systems you have even if its much slower. :) There might be other ways to of course but hope that can help.

But then when I try to drag and drop cede planet in, it just says "no war member fulfils required conditions" can someone help?

you need to have unrestricted war for ceding. If you have liberation only or defensive war... then you can not cede.
