On another note, you don't need to have one governor per planet. Personally I don't have any assigned to my core planets; I'm the governor for those and as the amount of slots is limited I prefer to use them elsewhere. I just have them one per sector for their trait bonuses.
So governors have a sector-wide affect?
BTW, I didn't know anything at all about sectors until I was pouring through the wiki last night. I was assuming that at some point I'd get some tech that allowed me to expand my number of planets. But when that never materialized after a really long time, that's when I went to the wiki and found it (eventually).
I'm going to play later this evening, so I can't test it right now, but if I'm at my planet limit, and I create another colony, will it prompt me to set up a new sector? Or do I have to find some control somewhere to do that?
On the Empire screen(Top left, 2nd button from the left) at the bottom, the 2nd tab I beleive shows leaders. You probably have an admiral or 2 who was awarded distinguished service.
