It looks like it happens if a vassal had a border access deal with another empire and ships in their space. Then when they are integrated the ships become permanently lost in the other empire's space.
I had a vassal fleet that had also been stuck in FTL. It was trying to merge with one of the other fleets, so making the change with them resulted in the fleet still being stuck. I think I had to also delete their current orders in addition to replacing their move order.
Agreed, I really cannot understand why they felt the need to find a new solution to something they had already solved. Just make them unable to be attacked, give them unrestricted border access, and force them to path to your nearest system.
I had this happen to me when I was fighting a war that my Alliance partner had declared, so the peace declaration came out of nowhere and all of a sudden my fleet was gone for a month despite being barely outside my own borders. If I was fighting another war at the time, I would have been pretty upset at the nonsensical loss of my fleet for such an extended length.
that happened to me in an alliance after we won the conditions and the section went to the other player, i was kicked from their turf, and went mia til they arrived back to my main planet.
Apparently from what I've heard, it's impossible for Paradox to use mechanics and systems from their previous games unless they recreate them from scratch for the new game, because it's a completely different codebase which would have added months to the development time...
Atleast that was some BS I had read on reddit, regarding why functional mechanics that were in their previous games somehow couldn't be brought into the new game, as it would have added months to the development, and Paradox had Deadlines, etc.
Apparently the team responsible for Stellaris never signed a Research agreement with those that worked on EUIV or CKII, otherwise it could have saved them some time ;)
