Had it succeed fine the time before on the beta patch, but had to restart because there weren't 13 dragons in the Galaxy that game.
Because these dragons have done nothing but JERK ME ARRROOUUUNNNDDDD!!!!!!
.....that's just another stipulation! Why would it only work for aquatics? Did they just not test it with any other species and never noticed?

I see bugs running I've seen for several versions now the devs can't fix in time to release the next dlc that has more bugs, the bugs congeal with the previous bugs their too busy trying to fix the new bugs only to need more money to release another dlc to add more bugs.
