Namely as that way wide empires would become the unmistakable masters of unity production, as more planets would grant far more unity that a tall empire stacking lots on one planet.
I like the current system making tall empires somewhat viable, or at least not completely useless compared to wide empires, but it never really made sense IMO that most of your sprawl came from pops, and it felt counter productive.
I mean, if you want to stop people from going wider shouldn't the penalties be stacked over having more planets instead of more pops? Like, several times higher than it currently is.
There could be a point where most/all planets never pay for themselves, in terms of unity, so it's never worth it to expand just to make more unity, but it can be worth it for other resources instead.
And while thematically it "makes sense" for some authority types, it doesn't fit them all. Such as machine empires. Rogue Servitors generate Unity from bio trophies, for example. That's not the same as a system of bureaucrats.
Besides, the worst it could do is make wide Empires able to toggle a couple more edicts more easily.
1. every planet got its temple. Spiritual folks do great this way.
2. the temples don't suffice because amenities. One has to get holo theaters anyway, what is silly because a theater is a stripped down temple.
Suggestion: more amenities from temples and upgrades. Look at India: this is how things work.
3. the spiritual folks don't build temples at all, because holo theaters produce culture anyway and it's a hassle to juggle them.
4. is an ecumenpolis what about any civ will field.
5. Mega Art what is a generic building. And a sad toy if you play spiritual.
In the end the spiritual player got +20% unity income, -20% unity expenses.
So one can field 3 edicts instead of 2.
And its unity production is obscene with 200 trophies and orbital paper work.
