How to form federation

Sup boys am i missing something?

i created a vassal using one of my planets
i researched the unity upgrade "dipomacy & the federation"
im 455+ rating with my vassal who has same ideology
i have all possible agreements with them trade protection research etc

THERE IS NO FORM FEDERATION BUTTON WHERE IS IT??

ps i have other vassals and a protectorate and a random casual ally with high rating but they dont have the option either : year is 2245 its on hardest difficulty on ironman mode does that have to do something with it not appearing as an option?

You can't form a Federation with a Vassal, you have to give them freedom first.

Yet, you can have a federation with just your vassals XD

Yeah. Just form a federation with any other non-vassal empire and enable the "Vassals can join" option. That's it. I currently share a trade league with 6 other empires, and all of them have to vote with me. It's pretty damn hilarious. :v

u think thats funny the vassal with 1 system took governorship of my federation with 50 systems and 7 envoys and army on the fed xD

I mean, most federations go with a rotation in leadership.
So not that surprising.
