No, I got like 10 mods I think, one for federation size requirement, and border friction. The others are various little gameplay tweaks.

As you can see, no option anywhere. This is a new empire that I've not had any dealings with. We just get along on ideals, and yet there's no way to add NAP or defensive pact. Why?
Is there some sort of social technology I have to research to add the ability, similar to federation pact, that lets me add it?
Yes. It doesn't really move the dialogue box all that far.
some diplomatic treaties are disabled when you are in an alliance. for whatever reason. i don't really understand *why* that's the case, but i noticed that you can't sign NAP or defense pacts with third parties if you are in an alliance (or federation)
I'm not in any relation with that particular Empire, actually. Unless you meant being in an Alliance with one Empire makes you ineligible to be in an NAP with another...which is just...what? O.o
