Cant build Quantum catapult on pulsar?
Game says i cant build the quantum catapult on a pulsar because i can only have one catapult. But i dont have any catapults at all built.

Did you check to make sure you didn't take over an empire with one or are currently at the max amount of wonder(s) you can have under construction at a time?

I dont think so, I cant even see the mega structure on the map.
