Military readiness act bug?

Is this normally bugged or not?
I was in breach of galactic law with 750 out of 900 fleet capacity in use, approximately 400 of the 750 in use was the imperial armada the rest were normal ships.
Also does the imperial armada not count towards towards the needed percentage even though it takes up naval capacity?

No mods were in use.

The imperial navy shouldn’t use naval capacity, though I’ve heard that since 3.4 it is bugged and does use capacity.

In that case, best guess, the game discounts the imperial navy, so thinks you only have 350/900, and are therefore below capacity.
